Founded in 2022, Te Waka Consultants is a values-driven consultancy built on the combined expertise of experienced trainers, assessors, and industry professionals. We specialise in delivering tailored, practical training solutions that connect people to real employment outcomes—
particularly in the civil infrastructure, transport, and training sectors.
BRYAN-KEITH ROWE - DIRECTOR
With a background in leadership, training, and operations, Bryan brings a wealth of experience to Te Waka Consultants. After a 27-year career in the New Zealand Defence Force and several years working internationally with the US Department of State, Bryan transitioned into workforce development and education.
Since 2020, he has played a key role in regional employment and training initiatives, working closely with iwi, local government, and employers across the Manawatū and Rangitīkei districts. Bryan saw a clear gap between industry demand and available training pathways—and set out to create a consultancy that bridges that gap with integrity, collaboration, and results.

We’re proud to be a trusted provider for MTFJ Rangitīkei, with successful programmes supporting Rangatahi and NEETs (Youth not in Education, Employment, Training & Study). Our training in Temporary Traffic Management (TTM) and TMO (NP) is delivered in collaboration with iwi, employers, and local agencies across Whanganui, Manawatū, and beyond.
